台湾大地震について:1999年9月21日、台湾中部で大地震があり、台湾の各地で大きな被害が報告されています。震源地は、有名な観光地である日月潭(にちげつたん)の西12キロで、地震の大きさはマグニチュード7.7、神戸地震の10倍のエネルギーであったそうです。台中市の西5〜6キロくらいを、南の南投から北の東勢にかけて約50キロの活断層ができて、これは2〜7mの地表の差が観察できるもので、川に突然滝を作り、この上にあった建物は完全に破壊されている模様を10月のNHKテレビで見ました。この活断層の東側が、フィリピン・プレートがユーラシア・プレートを押し上げる過程で盛り上がり、地震が起きたようです。

台湾聖公会(The Taiwan Sheng Kung Hui、略称TSKH)を、日本の皆さんへご紹介します。短期間に下にある限られた参考資料をもとに作成したものですから、誤りなどありましたらご連絡ください。
台湾の原住民はもともとポリネシア系の人々で、もともと狩猟民のタイヤル族(泰雅族 Atayals)、アミ族(亜美族 Amis)などが山地に住んでいます。台湾の観光旅行で、台北の南近郊の烏来(ウーライ)でタイヤル族の、花蓮の近郊でアミ族の踊りなどを見られます。農耕民である漢民族は、台湾海峡の対岸の中国大陸・福建省南部から徐々に移民をはじめ、特に17世紀の清朝のはじめに鄭成功(国性爺。母親が九州・平戸の田川マツで彼は平戸に生まれ7才まで育った)が明朝の再興を試みて台湾へ本拠を移してから多く住むようになり、これら台湾語(間+日+虫南語[みんなんご]と呼ぶ場合が多い、間+日+虫[みん]Min は福建省の別称で、福建省南部の言葉の意味)を家庭では話す人々は台湾全人口2000万人の80パーセントを構成しているといわれます。1894・95年の日清戦争に勝利した日本が1895年から1994年まで占領し、多くの日本人も移住しましたが、1部を除いてはすべて1945年12月と翌年4月に平和裏に引き上げています。
中国大陸では1912年にアジアではじめての共和国、中華民国が成立し、主導権を握った国民党を中心とした政府は、抗日戦争の勝利後は共産党との争いに敗れ、1946年に南京に遷都、続いて1949年には台湾へ退却しました。この時代に中国大陸から移った人々は外省人とよばれ(これまでの人々は内省人)、戦後の台湾の復興の中枢にいましたが、台湾全人口の10パーセントくらいであるといわれます。1947年2月28日には外省人の圧政に対して内省人が反乱を起こす事件があり(2・28事件)1説によれば約5000人が殺害されたという事件もあり、1975年蒋介石の死後その息子の蒋経国は1978年に総統を継ぎ、1987年に戒厳令解除、1988年には台湾生まれで日本の京都帝国大学と米国のコーネル大学で農学者として教育を受けたの李登輝が総統に就任している。日本は1972年に中華人民共和国を正式に承認し、台湾は日本と断交しましたが、ビザの発給などは日本の交流協会と、台湾の台北駐日経済文化代表処(東京都港区白金台5ー20ー2、03-3270-7811、横浜・大阪・福岡分処もある)を通しておこなっており、経済的な関係も特にコンピューター関係の例に見られるように活発です。なお、現在の台湾では幼稚園から中国語(北京語)を国語として教え、政府機関や大会社では北京語を使い、文字は旧漢字です。家庭ではそれぞれの出身の言葉を使っています。
この中にあって、日本聖公会は主に台湾に住む日本人移住者を対象に宣教を行なっています。早くも1897年から、皆川あきお司祭を年2回派遣しています。その後常駐の司祭を派遣し、台北、台中、台南、基隆などに教会堂を建てたといわれています。日本聖公会の大阪教区が主に台湾に関わったのに対して、東京教区は満州への宣教を行なったといわれます。1932年には台北聖公会教会を本町(ほんまち)から大正町(たいしょうちょう)へ移し(大正町1丁目18番地、右の絵を参照)、これが日本聖公会の台湾におけるカテドラルでした。
日本の台湾統治は朝鮮半島の統治と比べてはよかったといわれます。しかし植民地支配であったことには代わりなく、霧社(ウーシー)事件は日本の50年にわたる台湾領有中(1895〜1945年)に起こった、最悪の事件の1つといわれています。1930年10月、日本の圧政にたえかねた原住民(高山族、高砂族)のタイヤル族(泰雅族)が134人の日本人を殺しところ、日本政府がすばやく鎮圧に乗り出し900人以上のタイヤル族を殺したもの。原住民にはキリスト教が広まっていたので、多くのクリスチャンも亡くなったと推測される。霧社は2〜3月には梅・あんず・山桜が美しく咲く海抜1148mのところで、台中から東へ車で1時間半のところにある埔里(プーリー、台湾地理中心碑と6月のチョウで有名)から、さらに50分行ったところ。「霧社抗日義起紀念碑」があります。注:鄭児玉は「1930年は、教会が日本の植民地当局者と友好関係にあった最後の都市である。同年、チワン (芝苑)と呼ばれるカリスマ的な女性によって指導された山地系台湾人の間に、伝道運動がおこった。日本支配に対する山地系台湾人の反乱である霧社事件が起こったのもまた同じ年である。」(参考資料3)と述べており、霧社事件の評価は定まってはいない。また、台湾の日本領有時代の評価も、最近は台湾の開発に献身的に働いた人々を再評価する作業が台湾・日本の共同で続いており(日本語の公表資料は、参考資料2)、今後台湾側の公表資料も調べてみたい。
1945年8月の終戦後、翌年8月には日本人はすべて台湾から引き上げますが、この時には各教会はドアが開けられており、備品もすべてきれいにそろえて置いてあったようです。一説には、台湾で一番勢力があり、台湾人牧師もいた長老教会に管理をお願いしたということです。注:台湾では、戦後あらゆるキリスト教宗派がきているが、カトリックではドミニコ会が、プロテスタントでは長老派(プレズビテリアン)が伝統的に大きい。東京の聖路加国際病院に相当する(つまり英語が通じる)台北の馬偕記念病院(Captain Mackay Memorial Hospital、Tel. 02-2543-3535)は長老派宣教師James L. Maxwell(馬雅各医生、イギリス人)とGeorge Lesley Mackay(偕叡理牧師、カナダ人)の中国名からとってあり、台湾語聖書はやはり長老派牧師Thomas Berkeley(巴克礼牧師、イギリス人)が1915年に完成しています。
こうした困難の中、米国聖公会第8管区・ハワイ教区の1部として再出発し、主な都市に教会堂も建設され、1960年には台湾聖公会を日本聖公会から米国聖公会へ移すこともはたしています。こうした多くの過程で、上記の大正町教会が中山基督長老教会(台北市長安東路一段22巷2號)として使われていたのを、ハワイからの聖公会派遣牧師が返却を台湾政府に訴え、これを米国聖公会が米国長老派教会と話合い、新しく土地を取得し教会堂を造るよう指示し、1965年に聖約翰座堂 (St. John's Cathedral、台北市復興南路二段280號、Tel. 02-2732-7740、右の絵を参照)となっています。
1988年に台湾教区主教に就任した簡啓聰(チェン・チーツォン)さんは、これまでの主教がアメリカ人あるいは中国大陸出身の外省人であったの対して、台湾語を母語とする農民の家庭の子供として生まれた、新しいタイプのリーダーだといわれています。台中市にあるキリスト教系の東海(トゥンハイ)大学を卒業し、台湾語・中国語・英語をよく話し、日本へも神戸教区古本純一郎主教の就任のお祝い(1992年5月)に来られました。その時に、台湾で聖公会に関係された人々30人と会われたそうです。
台湾聖公会は教育活動にも大きな関心をもっています。多くの教会で付属幼稚園があるだけでなく、1960年代には中国・上海にあったSt. John's University(聖約翰大学)とSt. Mary's School、長江中流域の武漢近くの武昌(ウーチャン、ここでの軍隊の反乱が清朝を倒すことになった)にあったBoone Universityをなつかしむ人達を中心に大学設立の気運が高まり、台湾政府の指導で高等専門学校(新埔工業商業専門学校、英文名はSt. John's and St. Mary's Institute of Technology)が1967年に、台北から北西の海岸町、淡水の新埔に建てられています。

About the Big Taiwan Earthquake:There was a big earthquake in the middle part of Taiwan on Sept. 21, 1999, and many damages are reported all over Taiwan. Its epicenter was 12 kilometers east of Sun Moon Lake, a famous sightseeing spot. The earthquake was on 7.3 on the Richter Scale, with an energy ten times that of the Kobe Earthquake of 1995. A 35-mile active fault line, about eight miles east of Taichung, from Nantou in the south to Tongshih in the north, was reported recently in an NHK-TV program: a 7 to 23-foot difference in the earth level was observed, making a fall in the river and destroying the buildings. The earth's crust was moved up, in the process of the Filipino Plate pushed up the Eurasian Plate, resulting in the earthquake.
While the damages to the Taiwan Episcopal Church were reported on the buildings in St. James' Church, Taichung, and the Leading Star Missionary Station (which partly collapsed), the damages to the humans must have been great. I pray that the minds of the people who are suffering be strengthened and that they would recover swiftly. Links: Fr. I would like to introduce you all, especially the Japanese Anglicans, to the Taiwan Sheng Kung Hui (TSKH) or Episcopal Church of Taiwan. Since this page has been hastilly prepared using the limited materials shown in the Reference below, please contact me if you find any errors.
The Polynesian hunting peoples, such as Atayals and Amis who now live in the mountains areas, are the aborigines of Taiwan. You can take sightseeing trips to Wulai in the southern suburbs of Taipei to see the Atayal dances, or to Hualien to see the Ami traditions. The agricultural Chinese people gradually immigrated to Taiwan mainly from the southern part of Fujian Province, especially in the 16th century when Koxinga (Cheng Ch'eng-kung), who was born to a Japanese mother Matsu Tagawa of Hirado, Kyushu, where he grew up till he was 7 years old, tried to revive the Ming Dynasty against the Ching Dynasty and moved to Taiwan. These people who speak at home Taiwanese or Minnan, as this southern Fujian dialect is called, constitute about 80 percent of the 20 million population. Japan, which had won the Sino-Japanese war of 1894-95, occupied Taiwan for 50 years from 1895 to 1945. Many Japanese moved to Taiwan during this period, but were all, except some, repatriated in December, 1945, and April, 1946, in peace.
On mainland China, the Republic of China (ROC), Asia's first republic, was born in 1912. The Kuomintang's government won the war against Japan, but was losing the battle against the Communists, relocated its capital to Nanjing in 1946 and retreated to Taiwan in 1949. Those people who moved from the mainland at this time are called the non-Taiwanese and are in the mainstream of building today's Taiwan, but constitute about 10 percent of the population. Against this background occurred the February 28th Incident, in which the Taiwanese revolted against the non-Taiwanese people's oppression and, according to one theory, about 5,000 people were killed. President Chiang Kai-shek died in 1975, Chiang Ching-kuo, his son, became the President in 1978, the Martial Law was lifted in 1987, and Li Tunghui, born in Taiwan and educated in Japan at Kyoto Imperial University and in USA at Cornell University as an agriculturalist, became the President in 1988. As Japan officially recognized the People's Republic of China in 1972, Taiwan severed diplomatic ties with Japan, but the diplomatic activities such as the visa issues, etc., are being done by ROC's Taipei Economic & Cultural Representative Office at Shirogane-dai, Tokyo (Phone: 03-3270-7822), in Yokohama, in Osaka and in Fukuoka; and by Japan's International Relations Office in Taipei. Trades between Taiwan and Japan are very active, for example in the computer business areas. The Taiwan people use the Beijing dialect, called the national language, from the kindergarten on, and in the government and large corporations, their written language employing the traditional Chinese characters. At home, they use the languages of their own family traditions.
At this prospect, the Nippon Sei Ko Kai (NSKK or the Anglican-Episcopal Church of Japan) immediately started missionary work mainly for the Japanese immigrants, by sending the Reverend Akio Minagawa on a biannual mission as early as 1897. Later, resident priests were stationed, and the Sei Ko Kai churches were built in Taipei, Taichung, Tainan, Keelung and other places. The Diocese of Osaka, which was helped by the Church of England, is believed to have been responsible for Taiwan, while the Diocese of Tokyo, which was assisted by the Episcopal Church of USA, was more involved in Manchuria. In 1932, they moved the Taipei Sei-Ko-Kai Church from Hon-machi to Taisho-cho in Taipei, which played the role of the Pro-Cathedral of the Anglican churches in Taiwan.
Japan's colonial rule of Taiwan is said to have been better than that of Korea. But it was a colonial rule, anyway. The Wu-she Incident was one of the worst incidents during Japan's 50-year occupation of Taiwan, 1895-1945. In October, 1930, the aboroginal Atayals revolted against Japan's tight control, killing 134 Japanese. The Japanese government quickly went into action to control the area, killing more than 900 Atayals. Since Christianity was widely accepted by the aborigines, many Chistians were believed to be among the dead. To reach Wu-she which is located on a plateau 1148 meters above sea level, surrounded in February-March by pretty plum, apricot and mountain cherry flowers, it is one hour and a half to go east by car from Taichung to Puli, noted for the Geographical Center of Taiwan monument and the butterflies in June, and then 50 minutes from Puli to Wu-she.
World War II in Asia and the Pacific ended in August, 1945, and a year later in August, 1946, all Japanese left Taiwan. At that time, the Anglican churches including all items are said to have been left with the doors open. (There is another theory that the management of the Anglican churches was requested to the Bresbyterian Church, which had Taiwanese ministers.) Note: Almost all Christian denominations came to Taiwan, but traditionally the Dominicans among the Catholics and the Presbyterians among the Protestants are the largest groups. The equivalent of St. Luke's International Hospital in Tokyo is Ma-Hsieh Memorial Hospital (Mackay Memorial Hospital, in English; Phone: 02-2543-3535) in Taipei, whose name comes from Ma Yake and Hsieh Ruili, the Chinese names respectively of two Presbyterian ministers, James L. Maxwell of England and George Lesley Mackay of Canada; and the Taiwanese translation of the Bible was completed in 1915 by Thomas Berkeley, the Presbyterian minister from England.
In such difficulties, the Taiwan Episcopal Church restarted as part of the Diocese of Hawaii in Province 8 (California, Nevada, Alaska, etc.) of the Episcopal Church of USA, managed to establish churches in the major cities of Taiwan, and finished the formal transfer from NSKK to ECUSA in 1960. During this process, there was an incident when a priest sent from Hawaii asked for legal action to the Taiwan government to return the former Taisho-machi church, then and now used by the Presbyterians, and was directed by the Diocese in Hawaii, which consulted the Presbyterian Diocese, to purchase new land to build a new church. This church was dedicated in 1965 as St. John's Cathedral (Phone: 02-2732-7740; See its picture on the right) located at 280, Fu-hsin South Road, Section 2, Taipei.
After the bishops who were either Americans or Chinese from mainland China or Hong Kong, the Right Reverand John Ch'ih-Tsung Chien who became the TSKH bishop in 1988 symbolizes the new TSKH leadership, born in the farming family of Taiwan, educated at the local Christian-supported Tung-hai University in Taichung, and speaks Taiwanese, Chinese and English. He came in May, 1992 to the celebration of the Reverend Junichiro Fukumoto becoming the bishop of the Diocese of Kobe, Japan, and met with about 30 people who were the veterans of NSKK's churches in Taiwan.
TSKH has much interest in educational activities, too. Many churches have nursery schools and kindergartens attached. During the 1960s, the graduates of former St. John's University and St. Mary's School in Shanghai, and former Boone University in Wuchang (where an Army revolt triggered the fall of the Chin Dynasty) near Wuhan in the mid-stream of the Ch'ang River, started activities to establish an Episcopalian-affiliated university and was directed by the government to establish a 5-year technical school, St. John's and St. Mary's Institute of Technology, in the seashore town of Tamsui, in a northwestern suburb of Taipei in 1967.
